Assistant Finance Manager

Assistant Finance Manager, Investments and Treasury Team in the Finance and Enterprises Office (Ref.: 526419) (to commence as soon as possible, on a two-year fixed-term basis with contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 10% of basic salary, with the possibility of renewal)

The Role

The appointee will report to the Finance Manager and act as deputy in managing the treasury and investment operations of the University.  Key responsibilities include:

  • Develop long-term relationships with financial institutions, asset management firms, credit rating agencies, investment consultants, and legal and tax advisors;
  • Perform liquidity management duties, including cash flow projections, FX, placement of deposits etc.;
  • Handle accounts opening and KYC/AML requests from financial institutions and investment managers;
  • Manage a held-to-maturity bond portfolio, including identify, research and evaluate investment opportunities;
  • Prepare investment performance analysis and reports for management review;
  • Process all investment decisions approved by Investment Committee, including but not limited to coordinating with fund administrators, custodians and brokers on trade executions, funds subscriptions and redemptions;
  • Assist in portfolio management and compliance monitoring activities;
  • Assist in the MTN program set-up, including but not limited to appointing external vendors, due diligence process, documentation, roadshow, investor Q&A as well as settlement procedure;
  • Facilitate the loan drawdown and bond issuance process and manage subsequent treasury activities, such as bank transfer, loan rollover, interest settlement;
  • Facilitate the execution of interest rate hedging strategies, including account opening process, ISDA negotiation and documentation, hedge accounting etc.; and
  • Support any ad-hoc projects as required.

Qualifications and Qualities

  • Degree holder in the Finance, Accounting or related disciplines;
  • Qualified member of CPA, ACCA or equivalent;
  • Minimum 5 years of experience in the fields of finance, experience in debt financing is a plus;
  • Strong communication and effective stakeholder management skills;
  • Good knowledge of financial instruments, cash management techniques, financing & debt instruments, and investment strategies; and
  • Team-oriented, positive, professional, strong work ethic and excellent multi-tasking skills.

What We Offer

The appointment will be made on fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 10% of basic salary. Other benefits include annual leave and medical benefits.
